| Cap-Net is a Capacity Building Network in the Integrated
Water Resources Management (IWRM) area. Cap-Net is an Associated Programme
of the Global Water Partnership and is supported by UNDP, the Dutch
Ministry of Foreign Affairs, IHE Delft and UNOPS. Their objective
is to foster better exchange of information and human resource development
for IWRM through the strengthening or establishment of a number of
regional IWRM networks. Cap-Net aims to achieve its objectives through
networking, training and education, and development of relevant materials
and tools. |

One of the challenges was to create a portal, which
IWRM organizations in developing as well as developed countries can
use. Create a user-driven networking portal, which will facilitate
better communication and will contain ready-to-use quality content
on IWRM and related areas. The portal was to be developed on a user
driven approach. The proposed system was to have extensive backend
modules which were to be designed to be used by water managers across
the world. Therefore a solution was to be developed which could cater
to this diversified user base. Cap-Net.org is the biggest networking
portal in the area of water management in the world.
The solution was to be developed in a modular but time bound manner;
the project was to be completed in conjugation with an Indo-European
company with no actual interaction with the client. |

Icreon decided to create a solution with user
management system that publishes articles, events and creates user
define networks in a user friendly environment. The network/article/event
has been defined; reviewed/edited and published by a pre-define user
access level. With a pre-defined format of the articles, events and
networks the layout is structured and organized keeping in mind the
consistency and the need of the various users. The data is stored
in a database and is parsed through different-different template.
Communication channels were setup to facilitate seamless flow of ideas
and information between the European and Indian time zones. |

| The Icreon Team utilized PHP: Hypertext Preprocessor
(PHP), which include files and scripts to increase the effectiveness
and functionality of the site. The Cap-Net site was built using EditPlus.
Apache/1.3.23, running on Linux, was used as the web
server, and the database server was powered by MySQL. Much
of the code used on the Cap-Net.org site was customized from HTML/SHTML
based templates that Icreon used as base code in many of their other
projects. Javascript was used as a client side scripting language
for all the validations and client side job. |
